Expedia sells packages, not individual components. If you cancel a package, each component has its own refund rules. Flights are controlled by the airline. Hotels by the hotel. Expedia acts as a middleman and often says "we cannot control what the hotel decides."
The 24-Hour Rule
US law requires airlines to offer full refunds within 24 hours of booking. This also applies to packages booked through Expedia. If you cancel within 24 hours, you are legally entitled to a full refund. I tested this once and it worked flawlessly.
