The Exact Wording That Wins PayPal Disputes Every Time

PayPal disputes are won and lost in the first paragraph. Here is the exact wording I use that has won 7 out of 8 disputes. Opening paragraph: "I am filing this dispute because the item I received does not match the seller's description. I ordered [specific item] described as [specific claim from listing]. The item I received is [specific description of what arrived]. This constitutes 'Significantly Not as Described' under PayPal's Buyer Protection policy." The phrase "Significantly Not as Described" is a magic keyword. PayPal's system flags this phrase and prioritizes the case. It also signals to the human reviewer that you have read the policy. I have tested this against different sellers and it works consistently. Do not use this unless it is true, but if it is, this phrasing wins.
