Second, reference your state's public utilities commission regulations. Just mentioning them signals that you know your rights. Third, propose a specific resolution: "I request a credit of $[Amount] to my account reflecting the overcharge for the period of [Dates]." Fourth, set a timeline: "Please respond within 10 business days. If this is not resolved, I will file a complaint with the [State] Public Utilities Commission." Utility companies respond faster to written disputes than phone calls because written disputes create official records.
