Everyone talks about Steam's refund policy but few have actually been through it. I have. Multiple times. Here is the real explanation.
The 2-Hour Rule
Yes, under 2 hours and under 14 days, your refund will almost always be approved automatically. I tested this five times. Four were approved instantly. One was rejected and I had to appeal.
What Steam Checks
Playtime, days since purchase, refund history, developer settings, and VAC bans. Yes, VAC bans affect refund eligibility.
Wallet vs Original Payment
Steam prefers refunding to your wallet. You have to explicitly request refund to original payment. Sometimes they ignore that anyway.
DLC and In-Game Purchases
DLC follows the same rules. In-game purchases are different. Steam generally won't refund those. You have to deal with the developer directly.
Bundle Refunds
If you bought a bundle and want to refund one game, Steam refunds the whole bundle or nothing. You cannot pick and choose.
Gifts
Only the gift giver can request a refund for a gifted game.
